Social protection, as one of the fundamental pillars of social justice and public welfare in contemporary societies, requires effective and systematic governance. The present study was conducted with the aim of extracting the requirements of effective governance from the text of the General Policies of Social Protection communicated by the Supreme Leadership (1401/2022) as a strategic upstream document for transforming the governance system in this field. The central issue is that, despite the issuance of these policies, the realization of their objectives requires the identification of requirements that can enable the transition from the current fragmented management system to integrated governance. Using the qualitative content analysis method, this study examines the text of the aforementioned policies and extracts these requirements. The major findings indicate that effective governance in social protection is founded upon six key requirements: the institutional requirement (establishing cross-sectoral coordination mechanisms), the transparency requirement (financial and operational transparency of funds), the justice requirement (eliminating discrimination and promoting empowerment), the sustainability requirement (ensuring sustainable resources and observing intergenerational commitments), the participation requirement (utilizing public capacities), and the evaluation requirement (preparing social protection impact assessments for major plans and projects). The final conclusion is that the successful implementation of these policies requires the coordinated commitment of the three branches of government to enact the necessary legislation, establish effective institutions, and ensure continuous oversight, so that a comprehensive, just, and sustainable social protection system may be achieved. The present study provides an operational framework for policymakers and practitioners.
