Desirable governance requires the proper organization of state–citizen relations and its most important dimension is the existence of an efficient system of responsibility and accountability. Despite legal frameworks for the oversight and accountability of officials and governmental institutions regarding their delegated responsibilities, the accountability system in Iran has not demonstrated the necessary effectiveness and faces various obstacles and challenges. The central question is what factors have challenged accountability in Iran and what the optimal solutions for improving the accountability system are. Despite certain critiques of its epistemological foundations, the desirable governance model provides a suitable framework that, through the articulation of structural and functional indicators, offers a better basis for evaluating and improving governance systems. The findings of the study suggest that the challenges of accountability in Iran stem from both structural and functional obstacles within the governance system. These include discursive tensions regarding the scope and authority of political institutions, an imbalance in the level of oversight and accountability among the branches of government, ambiguity in identifying responsible individuals or institutions, the absence of an efficient information system, weaknesses in merit-based governance, the lack of an effective accountability mechanism, the inefficiency of some managers, and the presence of widespread administrative corruption. To overcome these challenges, at least five measures have been proposed: structural reform of the state and enhancement of its capacity and efficiency; increasing the level of political participation and strengthening political institutionalization; adherence to the rule of law; transparency and free flow of information; and, finally, resolving group-based conflicts through consensus-building. These constitute the most essential measures for addressing accountability challenges in Iran.
