The present study aims to reinterpret the concept of “virtual governance in the civilizational horizon.” It seeks to explore the relationship between technology, politics, and meaning—going beyond the managerial and institutional levels—to examine this nexus within the realms of thought, meaning, and system-building. In this regard, an effort has been made to explicate the three key concepts of “idea,” “framework,” and “design” not as abstract notions, but as three interrelated layers in the formation of civilizational governance. The idea serves as the intellectual horizon and philosophical foundation, the framework as the conceptual order and analytical structure, and the design as its practical embodiment in the realm of policymaking and institutionalization. This study is a qualitative research with a fundamental approach and has been conducted using a descriptive-analytical method. The data were collected and analyzed through the review of credible documents and texts, comparative studies, and interviews with experts. The findings indicate that virtual governance goes beyond governance “in” or “over” cyberspace, transforming the pillars of societal administration from “territory to network,” from “citizens to users,” and from “bureaucracy to smart regulation.” Within this framework, the three overarching axes of system-building, state-institutionalization, and societal development constitute the main dimensions of virtual governance in the horizon of the new Islamic civilization. The research findings indicate that civilization-oriented virtual governance is a process of reconstructing cultural and ethical rationality in the digital domain—a process grounded in three principles: Tawhid in ultimate purpose, justice in structure, and rationality in process. This approach can serve as the foundation for a native and meaningful model of governance in the networked era.
