The phenomenon of globalization and the dominance of American media giants (such as Netflix, Amazon Prime, and Disney Plus) over the production and distribution of media works has seriously challenged the cultural identity and domestic content production market in other countries. These large industries, due to advantages such as content personalization algorithms, cost-effective production due to high distribution circulation, and attractive and professional content, have taken the competitiveness from domestic industries of countries.Good governance requires governments to put policies on the agenda to support their local content, such as: content quotas, subsidies to domestic productions, tax regulation, content requirements, catalog design requirements, etc. The French media policy-making system offers a specific model for protecting cultural sovereignty against foreign media giants. Using a comparative method, this study compares the policies of this country with the current policies of the Islamic Republic of Iran on the aforementioned issue. The findings show that Iran has also put in place numerous supportive policies in various layers of infrastructure, institutions, legal and content; however, there is still a gap between upstream documents and ordinary laws and regulations. Also, competition in Iran is between foreign and domestic audio and video platforms, and competition between domestic and foreign content on domestic platforms is another matter.
