The present study was designed with the aim of explaining the Quranic model of victory over enemies in hybrid warfare and its application in the governance of the Islamic Republic of Iran. Its main question is: What are the fundamental pillars of this model, and how can these Quranic concepts be transformed into institutions, structures, and public policy within the governance system so as to lead to victory over enemies?
This research is qualitative, using thematic analysis (based on Brown and Clarke’s model) and textual research. The open and axial coding process led to the extraction of initial codes, 12 axial categories, and one core category entitled “Divine assistance conditional upon faith and righteous action.” The findings show that the Quranic model consists of twelve interconnected pillars (faith, remembrance of God, trust in God, piety, unity, insight, all-round preparedness, active jihad, patience, etc.) that operate as a systemic chain, and the rupture of any pillar entails disruption of the entire system. The present study offers a three-level governance model: the level of foundations (beliefs), the level of pillars (macro structures), and the level of systems (executive mechanisms). In this model, Quranic values are transformed into public policy through six mechanisms: institutional-legal, financial-budgetary, supervisory-accountability, educational-cultural, and participatory-social. Matching the model with hybrid warfare shows that each of these pillars addresses the six dimensions of war (military, economic, cognitive, cyber, diplomatic, and informational). The conclusion is that the effectiveness of the model requires an operational system design based on the separation of duties among the leader, officials, and the people, and continuous diagnosis and reconstruction of damaged components will pave the way for the realization of “divine promises” and final victory.
