Despite the Holy Quran's emphasis on the governance models of the prophets, a discernible lacuna exists in the systematic scholarly effort to translate these narratives into applicable models of governance. This study aims to present a comprehensive framework of Islamic governance based on the Quranic narratives of Prophet Solomon's (AS) reign by analyzing its thematic constituents across four dimensions: the doctrinal (i'tiqadi), the ethical (akhlaqi), the jurisprudential (fiqhi), and the empirical (tajrubi).
Employing a hybrid methodological approach combining Conceptual Analysis and Thematic Analysis, this research examines verses pertaining to Prophet Solomon's governance across Surahs such as Al-Naml, Sad, and Saba. The data is systematically coded into basic, organizing, and global themes.
The findings indicate that Solomon's governance was predicated on four key pillars:
The Doctrinal Dimension: Divine legitimacy of rule, grounded in operational monotheism (tawhid al-af'ali) and the concept of power as a divine trust (amanah).
The Ethical Dimension: The institutionalization of virtues such as gratitude, receptiveness to criticism, and humility, functioning as self-regulating mechanisms within the polity.
The Jurisprudential Dimension: The sovereignty of Islamic law (Shari'ah), manifested through monotheism-centric diplomacy and distributive justice.
The Empirical Dimension: The application of instrumental rationality in resource management, an advanced intelligence apparatus, and strategic diplomacy.
These dimensions operate in a dialectical interaction, presenting an integrated model of "Unitarian Governance" (Hukumarat al-Tawhid) wherein systemic efficiency is harnessed in the service of realizing divine justice.
Beyond enriching the theoretical literature on Islamic governance, this study provides an operational framework for addressing contemporary challenges such as engaging with globalization, combating administrative corruption, and bolstering popular legitimacy. It substantiates the proposition that the Holy Quran serves not merely as a source of individual guidance but also as a living document for designing political systems rooted in transcendental values.
