The issue of hijab in Iran is no longer merely an individual obligation or a purely jurisprudential matter; rather, as a multilayered challenge with cultural, political, and social dimensions, it has become one of the strategic issues of Islamic governance. The increasing spread of improper hijab and non-observance of hijab has led various institutions to make extensive efforts to draft and enact legislation aimed at managing this social challenge. However, the existing legislative policies, due to the absence of a coherent theoretical framework and insufficient comprehensiveness, have failed to adequately respond to the evolving conditions of Iranian society regarding chastity and hijab. On this basis, the present study, by raising the central question of “What macro policies, grounded in Islamic governance, exist in the field of promoting hijab for guiding the legislative system in this area?”, seeks to provide a coherent and effective framework for legislative policymaking in this domain. This study is based on the method of extra-textual thematic interpretation with an inferential approach, in which the data have been extracted and analyzed on the basis of the primary and overarching source of Islamic governance, namely the Holy Qur’an. The study begins by analyzing the issue of non-observance of hijab within the framework of cognitive warfare and disruption in the system of social meaning-making. It then, through the application of principles of religious policymaking, derives a set of macro policies within seven major axes: jihad of clarification (Jihad Tabyin), education and cultural development, role modeling, family-centeredness, social popularization and targeted encouragement and punishment. The findings indicate that the focal point of governance in this domain is jihad of clarification aimed at neutralizing the cognitive warfare waged by the enemies of Islamic society. Despite their great importance and the necessity of systematic consideration within the legislative process, the other policies will demonstrate their effectiveness only in full coordination with jihad of clarification.
