Just governance is among the fundamental ideals of the Islamic Revolution, and one of the key factors in achieving it is discourse formation and the role of the actors involved. This study aims to examine the role of the clergy in shaping the discourse of just governance in the Islamic Republic of Iran and seeks to answer the following question: “Based on the thoughts and ideas of Ayatollah Khamenei, what role does the clergy play in shaping the discourse of just governance in the Islamic Republic of Iran. The present study was conducted using a descriptive-analytical approach, relying on library and documentary sources. The findings indicate that the clergy play a role in shaping the discourse of just governance through four main groups (educational and research instructors in the seminaries, Friday prayer leaders and representatives of the Supreme Leader, members of the Assembly of Experts and prominent clerics, as well as seminary students and religious preachers) and employ three approaches—verbal, written, and behavioral—in their discourse-shaping activities. Each of these groups, according to their positions and capacities, utilize tools such as official platforms, media outlets, scholarly productions, and public engagement to explain and promote the concepts of Islamic justice. The findings indicate that successful discourse-shaping of just governance requires coordination among the various groups of the clergy, as well as the alignment of their verbal, written, and behavioral practices with the just governance, which can contribute to the consolidation of this discourse, strengthen the foundations of the Islamic system, and advance the ideals of the Islamic Revolution.
