Political-religious governance in Ayatollah Khamenei’s thought, which has various political, economic, social, and cultural systems based on religious values ​​and foundations, considers the formation of an Islamic society to lead humans to servitude and spiritual perfection as its commitment. To form such governance, its foundations, macro-teachings, and aspects must be well explained and its strategies and policies must be realized. The main question of the present research is: What are the general strategies and policies of political-religious governance from the view of the Supreme Leader? In this paper, the qualitative method of content analysis and bibliographic citation has been used. After studying and examining Ayatollah Khamenei’s statements and extracting thirty-six basic themes related to the research topic, ten organizing themes and five overarching themes were obtained: “nature and necessity of strategies and policies”, "effects and characteristics of strategies and policies”, “determinants of strategies and policies”, “types of strategies and policies”, and “mechanisms for realizing strategies and policies”.
