The branch of public administration has three macro-models of administration, management, and governance. In the macro-model of administration, the size and interference of the government are very large, and the government is the helmsman and the driver of the development ship. Also, in the macro-model of management, the size of the government is small and the interference of the government is very low, and most of the work is entrusted to the private sector. However, in the macro-model of governance, the government is neither minimal nor maximal, but governance is carried out with the participation of the private sector and civil society. Therefore, the question is whether, in the Islamic government, the government is minimal or maximal. Is the assumption of participation with the private sector and civil society correct about it? In addition, what is the position of the people in administrative governance? The findings indicate the correctness of using the term governance in the Islamic government, and based on the documentation, the participation of the government and the people in administration is clear, and the size and level of government interference also depend on the volume of government duties. However, people have a prominent position in Islamic governance that cannot be measured by any of the macro-models. The research method is an analysis based on Islamic sources, especially Nahj al-balāgha, and based on a doctrine-based strategy.
