Tools of Participatory Governance from the Point View of the Holy Quran

Abstract
Participatory governance is a special model of governance that is based on public participation and refers to cooperation between government actors and members of civil society in formulating and sometimes implementing public policy. This governance model uses various tools to strengthen public participation that must be appropriate to the culture, environment, and specific conditions of each state and nation. Establishing a package of tools for participatory governance from the point of view of the Holy Quran, which is appropriate to the culture and environment of our country is the most important issue of this research. Therefore, in this research, we first examined the concept of people and government from the point of view of the Quran, and in the next step, we established a package of tools for participatory governance from the point of view of the Quran. The research method is content analysis, and after selecting verses in connection with the research problem, we refer to the interpretation of the Al-Mizan for a better understanding of them and extracted related themes.
In the area of ​​​​interaction between people and government, the Quran views people as servants of God and shows the role of the government as an active and constant guide of people towards excellence. In this established system of the Quran, participatory governance tools are shown with two educational and motivational approaches, which will be discussed in detail in the text of the article.
