The present study was conducted with the aim of extracting the requirements of effective governance from the text of the General Policies of Social Protection communicated by the Supreme Leadership (1401/2022) as a strategic upstream document for transforming the governance system in this field.<span> </span>The central issue is that, despite the<span dir="RTL"> </span>issuance of these policies, the realization of their objectives requires the identification of requirements that can enable the transition from the current fragmented management system to integrated governance. Using the qualitative content analysis method, this study examines the text of the aforementioned policies and extracts these requirements.<span> </span>The major findings indicate that effective governance in social protection is founded upon six key requirements: the institutional requirement (establishing cross-sectoral coordination mechanisms), the transparency requirement (financial and operational transparency of funds), the justice requirement (eliminating discrimination and promoting empowerment), the sustainability requirement (ensuring sustainable resources and observing intergenerational commitments), the participation requirement (utilizing public capacities), and the evaluation requirement (preparing social protection impact assessments for major plans and projects).<span dir="RTL"> </span>The final conclusion is that the successful implementation of these policies requires the coordinated commitment of the three branches of government to enact the necessary legislation, establish effective institutions, and ensure continuous oversight, so that a comprehensive, just, and sustainable social protection system may be achieved. The present study provides an operational framework for policymakers and practitioners. <span lang="AR-SA">تأمین اجتماعی به‌عنوان یکی از ارکان بنیادین عدالت اجتماعی و رفاه عمومی در جوامع معاصر، نیازمند حکمرانی کارآمد و نظام‌مند است. پژوهش پیش رو، با هدف استخراج الزامات حکمرانی کارآمد از متن سیاست‌های کلی تأمین اجتماعی ابلاغی مقام معظم رهبری (1401) به‌عنوان یک سند بالادستی راهبردی برای تحول نظام حکمرانی این حوزه انجام شده است. مسئله اصلی این است که باوجود ابلاغ این سیاست‌ها، تحقق اهداف آن، نیازمند شناسایی الزاماتی است که گذار از مدیریت جزیره‌ای کنونی به حکمرانی یکپارچه را ممکن سازد. این پژوهش با روش تحلیل محتوای کیفی، متن سیاست‌های یادشده را بررسی و الزامات مذکور را استخراج کرده است. دستاوردهای مهم نشان می‌دهد که حکمرانی کارآمد در تأمین اجتماعی، بر پایه شش الزام کلیدی است: الزام نهادی (ایجاد سازوکار فرابخشی برای هماهنگی)، الزام شفافیت (شفافیت مالی و عملکردی صندوق‌ها)، الزام عدالت (رفع تبعیض و توانمندسازی)، الزام پایداری (تأمین منابع پایدار و رعایت تعهدات بین‌نسلی)، الزام مشارکت (بهره‌گیری از ظرفیت‌های مردمی) و الزام ارزیابی (تهیه پیوست تأمین اجتماعی برای طرح‌های کلان). نتیجه نهایی آن است که اجرای موفق این سیاست‌ها، نیازمند عزم هماهنگ قوای سه‌گانه برای تدوین قوانین لازم، ایجاد نهادهای کارآمد و تضمین نظارت مستمر است تا از این رهگذر بتوان به نظام تأمین اجتماعی جامع، عادلانه و پایدار دست یافت. جستار پیش رو، چهارچوبی عملیاتی برای سیاست‌گذاران و مجریان فراهم می‌آورد.</span>
