The increasing spread of improper hijab and non-observance of hijab has led various institutions to make extensive efforts to draft and enact legislation aimed at managing this social challenge. However, the existing legislative policies, due to the absence of a coherent theoretical framework and insufficient comprehensiveness, have failed to adequately respond to the evolving conditions of Iranian society regarding chastity and hijab. On this basis, the present study, by raising the central question of “What macro policies, grounded in Islamic governance, exist in the field of promoting hijab for guiding the legislative system in this area?”, seeks to provide a coherent and effective framework for legislative policymaking in this domain. This study is based on the method of extra-textual thematic interpretation with an inferential approach, in which the data have been extracted and analyzed on the basis of the primary and overarching source of Islamic governance, namely the Holy Qur’an. The study begins by analyzing the issue of non-observance of hijab within the framework of cognitive warfare and disruption in the system of social meaning-making. It then, through the application of principles of religious policymaking, derives a set of macro policies within seven major axes: jihad of clarification (Jihad Tabyin), education and cultural development, role modeling, family-centeredness, social popularization and targeted encouragement and punishment. The findings indicate that the focal point of governance in this domain is jihad of clarification aimed at neutralizing the cognitive warfare waged by the enemies of Islamic society. Despite their great importance and the necessity of systematic consideration within the legislative process, the other policies will demonstrate their effectiveness only in full coordination with jihad of clarification. <span lang="AR-SA">مسئله حجاب در ایران، دیگر فقط یک تکلیف فردی یا موضوع فقهی نیست، بلکه به‌مثابه چالشی چندلایه با ابعاد فرهنگی، سیاسی و اجتماعی، به یکی از مسائل راهبردی حکمرانی اسلامی تبدیل شده است. گسترش روزافزون بی‌حجابی و بدحجابی، سبب شده است تا </span><span lang="FA">تلاش‌های فراوانی ازسوی نهادهای مختلف برای تدوین و تصویب قانون، به‌منظور مدیریت این چالش اجتماعی صورت گیرد، اما </span><span lang="AR-SA">سیاست‌های تقنینی موجود، به‌سبب نبودِ چهارچوب نظری منسجم و عدم جامعیت کافی، پاسخگوی شرایط متحول جامعه ایران درزمینه عفاف و حجاب نیست. براین‌اساس پژوهش پیش رو با طرح این پرسش اصلی که «چه سیاست‌های کلانی مبتنی بر حکمرانی اسلامی در حوزه ترویج حجاب، به‌منظور راهبری نظام قانونگذاری در این امر وجود دارد؟» به‌دنبال ارائه چهارچوبی منسجم و اثربخش برای سیاست‌گذاری تقنینی در این حوزه است.</span><br><span lang="AR-SA">این پژوهش مبتنی بر روش تفسیر موضوعی برون‌متنی با رویکرد استنطاقی است که اطلاعات آن، بر اساس منبع اصلی و کلان حکمرانی اسلامی</span> <span lang="AR-SA">ـ</span> <span lang="AR-SA">یعنی قرآن کریم</span> <span lang="AR-SA">ـ</span> <span lang="AR-SA">استخراج و تحلیل شده است. پژوهش پیش رو باتحلیل مسئله بی‌حجابی در چهارچوب جنگ شناختی و اختلال در نظام معناسازی اجتماعی آغاز می‌شود و سپس با بهره‌گیری از اصول سیاست‌گذاری دینی، مجموعه‌ای از سیاست‌های کلان در قالب هفت‌محور استخراج می‌گشود که عبارتند از: جهاد تبیین، آموزش و فرهنگ‌سازی، الگوسازی، خانواده‌محوری، مردمی‌سازی، تشویق و مجازات هدفمند</span><span lang="FA">. </span><span lang="AR-SA">یافته‌ها نشانگر آن است که نقطه کانونی حکمرانی در این حوزه، جهاد تبیین برای خنثی‌سازی جنگ شناختی دشمنان جامعه اسلامی است. دیگر سیاست‌ها به‌رغم اهمیت بسیار بالای خود و ضرورت توجه نظام‌مند به آنها در فرایند قانونگذاری، در هماهنگی کامل با جهاد تبیین کارآمدی خود را نشان خواهند داد.</span> https://aeinehokmrani.iict.ac.ir/article_733238_f1d889d3f532864e5f25403050e04f48.pdf
