The main issue of this study is to examine the role of futures studies within Islamic governance based on the principle of Wilayat, and to explore how it can be institutionalized through an efficient organizational framework. The research hypothesis posits that achieving foresighted governance in the Islamic Republic of Iran requires the establishment of an independent and specialized institution under the authority of the Velayat-e Faqih (Guardianship of the Islamic Jurist). This institution would integrate exploratory and normative approaches to design the system’s civilizational vision, monitor developments, and guide macro-level policies. The present study, employing a descriptive-analytical methodology with a prescriptive approach and drawing on the theoretical framework of a "systems perspective on governance," analyzes the strategic position of the Velayat-e Faqih as the balancing axis of the Islamic system in futures studies and high-level decision-making. The findings of the study indicate that futures studies within the Islamic governance system are not merely a managerial tool; rather, they constitute a wisdom-based and divine-oriented mechanism to clarify the societal trajectory and realize divine promises. The innovation of this research lies in the fact that, for the first time, the institutional position of the "Futures Studies Center" under the Strategic Planning and Supervision Organization of the Velayat-e Faqih is analyzed and conceptualized both theoretically and structurally. This model can enhance synergy among the country’s futures studies institutions, prevent duplication of efforts, and ensure the cohesion of foresight knowledge within the Islamic system. در جهان معاصری که با تحولات شتابان، پیچیدگی‌های فزاینده و عدم‌قطعیت‌های ساختاری روبه‌رو است، آینده‌پژوهی از یک ابزار فنی، به ضرورتی راهبردی برای بقا، پیشرفت و تمدن‌سازی تبدیل شده است. مسأله اصلی این پژوهش، آن است که آینده‌پژوهی چه جایگاهی در حکمرانی اسلامی مبتنی بر ولایت دارد و چگونه می‌توان آن را در قالب یک ساختار کارآمد نهادینه کرد. فرضیه پژوهش به‌دنبال این است که تحقق حکمرانی آینده‌نگر در جمهوری اسلامی ایران، نیازمند تأسیس نهادی مستقل و تخصصی ذیل نهاد ولایت است که با تلفیق رویکردهای اکتشافی و هنجاری، چشم‌انداز تمدنی نظام را طراحی، تحولات را رصد و سیاست‌های کلان را هدایت کند. پژوهش پیش رو با روش توصیفی ـ تحلیلی و رویکرد تجویزی و با بهره‌گیری از چهارچوب نظری «نگرش سیستمی به حکمرانی»، جایگاه راهبردی ولایت فقیه را به‌عنوان محور تعادل‌بخش نظام اسلامی در آینده‌پژوهی و تصمیم‌سازی کلان تحلیل می‌کند. یافته‌های پژوهش نشانگر آن است که آینده‌پژوهی در منظومه حکمرانی اسلامی، تنها ابزاری مدیریتی نیست، بلکه افزون‌برآن، سازوکاری حکمت‌محور و الهی برای تبیین مسیر حرکت جامعه و تحقق وعده‌های الهی است. نوآوری این پژوهش، بیانگر آن است که برای نخستین‌بار، جایگاه نهادیِ «مرکز آینده‌پژوهی» ذیل سازمان برنامه‌ریزی و نظارت راهبردی نهاد ولایت به‌صورت نظری و ساختاری تحلیل و تبیین می‌شود؛ الگویی که می‌تواند هم‌افزایی میان نهادهای آینده‌پژوهی کشور را تقویت کرده، از موازی‌کاری جلوگیری کند و انسجام دانش آینده‌نگر نظام اسلامی را فراهم آورد.
